[SMM Hydrogen Energy Policy Express] Jiaxing, Zhejiang: Notice on the Demonstration Action Plan for Large-Scale Application of New Technologies, New Products, and New Scenarios in Jiaxing City (2025-2027)

Recently, the Office of the Jiaxing Municipal People's Government issued the "Notice on the Action Plan for Large-Scale Application Demonstration of New Technologies, New Products, and New Scenarios in Jiaxing City (2025-2027)".

The document states that it is necessary to accelerate the forward-looking layout of future industry segments such as hydrogen energy, low-altitude economy, synthetic biology, and computing power, implement the cultivation project for future industry incubation bases, and expedite the construction of future industry pilot zones in Jiaxing Port Area (hydrogen energy), Haiyan Nuclear Technology Applications (isotopes), and Pinghu Artificial Intelligence. By 2027, it is expected to add over 30 excellent industrial new products and over 60 high-quality products of "Made in Zhejiang" in Zhejiang Province.

Support the R&D of "three firsts" products. Priority will be given to accelerating the cultivation of "three firsts" products in future industries such as hydrogen energy and the low-altitude economy. Efforts will be made to create a batch of first (set) equipment products through the identification method based on a technical indicator catalog and explore a cross-regional direct identification model for "three firsts" products. By 2027, it is expected to add over 90 "three firsts" products at or above the provincial level.

In the field of hydrogen energy, scenario applications such as demonstration operations of hydrogen-powered ships and inter-port linked transportation of hydrogen-powered heavy trucks will be carried out.

In addition, financial support will be increased. Universities, research institutes, medical and health institutions, and enterprises that meet the conditions will be supported in building concept validation centers and pilot-scale production bases, with the best-qualified ones receiving rewards of up to 5 million yuan. Newly recognized excellent industrial new products and high-quality products of "Made in Zhejiang" in Zhejiang Province will receive rewards of 100,000 yuan and 300,000 yuan respectively for each product. Newly recognized international and domestic "three firsts" products will receive rewards of 2 million yuan and 1.5 million yuan respectively for each product. Among them, the first (set) international and domestic products in the field of hydrogen energy will receive rewards of up to 4 million yuan and 3 million yuan respectively for each product. Support will be provided for eligible major scenario projects to compete for central budgetary investments and ultra-long-term special treasury bonds.
